I am seeking recommendations and guidance on choosing the most durable waterproof stickers for outdoor applications. Which brands or types of stickers can withstand rain, UV exposure, and tough weather conditions without losing their adhesive properties or vibrant designs?

Generally vinyl stickers are best all around for keeping their vibrancy whilst resisting harsh conditions. These can be bought online with custom printing for generally pretty cheap, or you can also cut them out with a plotter.
For best all around resistance to conditions you might be interested in USPS labels. They are easy and free to get, you can feel free to visit any USPS location and get up to 1000 (I think) labels for free. If you live in the states you can also have them delivered to your door for free. Since I live in Canada I usually just load up on them whenever I go over to the states for shopping or vacation. The nice thing about the USPS labels is that since they have a paperish front you can print on them or write/draw on them. And they last a crazy long time, they will start to fade a bit faster than the vinyl stickers but the sticker itself can withstand 4 Canadian winters and summers so far!

If you live in Ontario, you might want to check with our Premier; it sounds like he may be going back to his old job at the label making factory pretty soon.
It will vastly change the sticker types. Silkscreen, thermal, dye sub?
We use a thermal process (ours are B&W only but) it is a tyvek type sticker, it cannot be torn or at least I can’t. It has a permanent adhesive it is good although if you heat it (hot air gun) it will release clean ish, the label comes off in one go anyway.
Another thing with thermal labels is that if they are left outside too long they can go completely black.
If the labels are not going to be outside at all this could be a good choice, but if they will be outside you may want to run some tests to see how they hold up.
Ours do fine outside. They in theory would not stand up to high temp but in our case they are on Polycarbonate tags and the tag will melt first. Ours are rated to 388ºC rating.
